What are the requirements to be a candidate in the election? Know what it takes to rise from Nepali Congress.

    KATHMANDU Bhadra 15–The Nepali Congress has started accepting applications from those who are interested in becoming candidates for the upcoming elections.

    Mangsir 4 is holding elections for members of the House of Representatives and the Provincial Assembly. Congress is taking applications from party leaders and workers to decide who to make a candidate in the same election.

    According to the Congress constitution, the decision of a candidate of any level should be decided one month before filing the nomination. The Election Commission has made an internal schedule to register nominations of direct candidates on ashoj 23.
    According to the law, the Congress should decide on the candidate by bhadau 22. Taking this time as a base, General Minister Gagan Thapa instructed the subordinate agencies on bhadra 9 to recommend the candidates after conducting regional working committee meetings.

    According to this, the Regional Working Committee of the Provincial Assembly, the Regional Working Committee of the House of Representatives has already collected applications from interested parties. Now there is a provision in the law that candidates must be recommended from 330 State Assembly Regional Working Committee and 165 Representative Assembly Regional Working Committee meetings.

    Most of the Provincial Assembly and the Regional Working Committee of the House of Representatives are meeting to recommend candidates in a day or two. The Regional Working Committee is the first opening for Congress leaders/workers who have applied to be candidates. If the regional working committee does not recommend the name, the chances of getting a candidate are low. It is difficult for the Central Parliamentary Board to issue tickets by changing the law.

    The regional working committee recommends the names of the candidates and sends them to the district. After receiving the applications from the interested parties, there is a provision to recommend the candidates only according to the number of candidates prescribed by the law after the meeting of the Regional Working Committee of the House of Representatives and the Provincial Assembly.

    The Regional Working Committee has the authority to recommend the names of a maximum of three persons to the House of Representatives and a maximum of two persons, including one woman, to the proportional representation.

    There is a system for recommending candidates by holding a joint meeting between the representatives of the provincial convention, the central convention representatives and the Regional Working Committee of the House of Representatives. If there is a dispute as to who should recommend the candidate, the candidate can be recommended on the basis of the majority.

    The decision of the second regional working committee meeting is open to those interested in being candidates. If the regional working committee cuts the candidate’s name, the way to become a candidate is almost closed.

    The regional working committee should recommend the candidate and send the name to the district working committee. This is the third opening. The law does not envisage that the district will shortlist the names, but there is a provision to give an opinion on the recommended candidates.

    The district working committee has to send the name of the candidate received from the regional working committee to the respective state working committee. This is the fourth opening for the candidate. The names received from the district are also discussed in the state working committee. The party constitution is silent on the provision that states can delete and add names. But the center can give an opinion about the candidate.

    In this way, the province sends the direct and proportional list of the candidates received from the lower body of the party to the center.

    There is an arrangement to send the names of recommended candidates to the Central Parliamentary Board by the Central Office. According to the Congress Constitution, tickets are given to the candidates by the Parliamentary Board. The Parliamentary Board consists of office-bearers from the Party Chairman and members nominated by the Chairman. Apart from the officials, only the leader Ramchandra Paudel is included in the parliamentary board, the chairman Sher Bahadur Deuba is yet to complete the board. Although the board should have been formed within six months of the convention, the board has not been formed even after nine months.

    A party selects only one candidate for each constituency. But the names of three people came from the lower body. One of the three recommended candidates is nominated by the parliamentary board.

    This is the fifth opening for candidates. If the Parliamentary Board cannot reach a unanimous decision to select a candidate from a region, there is a provision in the statute to select a candidate based on the majority.

    Since applying to be a candidate, the leaders and activists of the Chairman Deuba’s party and Leader Shekhar Koirala’s party have registered in most of the provinces and representative assembly areas.

    Chairman Deuba’s party has a majority in the parliamentary board that issues tickets. The board has not been completed, but since Chairman Deuba has the authority to form the board, he can add members close to him.

    After the candidate is decided by the parliamentary board, the party itself will announce the candidacy after the approval of the central committee meeting for which area, and then the work like filing nominations will proceed.

    It does not appear that the Congress can decide the candidate before August 23. If the state sends the name of the candidate to the center within August 20, the parliamentary board will be completed within the remaining two/three days. There is no situation where a meeting is held to decide the candidate and it is passed by the central working committee.

    On the other hand, the Congress along with the five parties of the ruling coalition has already decided to go to the upcoming elections through the Central Working Committee.

    An 11-member working group consisting of representatives from five parties has been formed to distribute seats, with former Chief Minister Krishna Prasad Sitaula as the coordinator.

    It is said that this working group will agree within a few days which party will take how much from the 165 constituencies of the House of Representatives and which party will take how much from the 330 constituencies of the Provincial Assembly.

    Even if he is qualified to be a candidate from the Congress, there is another opportunity for the Congress leader to stand up in the election – to secure a seat from the alliance! It is not yet decided which area belongs to whom.

    Although there was a discussion in the working group of the ruling coalition that the areas won directly in the 2074 election will be taken by the respective parties, the debate is still ongoing on the basis of seat distribution. If the seat is secured from all parties and alliances within the party, the candidate will have a challenge to win the election!
